November 3, 2020 Special Bond Election
On August 10, 2020, the City of Alamo Heights ordered a special bond election for Tuesday, November 3, 2020 (Ordinance No. 2159). The special bond election is for the consideration of issuance of general obligation bonds in the amount of $13,250,000 for the Austin Highway/Lower Broadway Improvement Project to address street flooding and storm water improvements. This project is a collaborative effort between the Alamo Area Metropolitan Planning Organization (MPO), Texas Department of Transportation (TxDOT) and the San Antonio River Authority (SARA) and the City of Alamo Heights.
The total estimated project cost is $31,628,921. The scope of the project includes a new underground box culvert and upgraded curb inlets, replacement of sewer and water lines, surface improvements to include new pavement, wider sidewalks, bike lanes, traffic signals and landscaping incorporating Low Impact Development (LID) features.
Thus far, Alamo Heights has financial commitments from the MPO for $10,000,000, TxDOT for $4,000,000 and SARA for $1,300,500 which is noted in the chart below.

* Additionally, TxDOT has also committed to paying for all of the engineering, environmental studies and project management fees.
This leaves a funding shortfall of $16,328,451. Should voters approve the $13,250,000 special bond election on November 3, 2020, the funding gap would be reduced to $3,078,000 – $2,100,000 for water and sewer line replacement and $978,000 for project contingency; see chart below.

Early voting will begin on Tuesday, October 13th – Friday, October 30th utilizing the Voter Center Model. The Voter Center Model allows voters to vote at any designated Bexar County polling site on Election Day, as one does during Early Voting period. Click here for a list of early voting polling sites. City Hall is an Election Day polling site on November 3rd with polling hours 7:00 a.m. – 7:00 p.m. Voters will practice social distancing when casting a ballot, offered a mask, and hand sanitizer will be available. Take advantage of the extended early voting that Governor Greg Abbott declared to avoid waiting in long lines. An increase in voter turnout is expected, please be ready to vote, don’t forget to bring your I.D. and voter registration card for processing.
